1. Preheat oven to 450 F.
2. Spray a large skillet with nonstick cooking spray.
3. Add the onion and bell pepper and cook until tender.
4. In a large mixing bowl, combine the garlic powder, parmesan cheese and crust mix with the hot water.
5. Cover with plastic wrap and allow to sit for 8 minutes.
6. Coat the pizza pan with nonstick cooking spray.
7. Press the dough into the bottom of the pan.
8. Cut 3 sticks of string cheese in half lengthwise and place on the dough 1 inch from the edge around the entire edge of crust.
9. Fold the dough edge over the cheese and press to form a seal.
10. Push the crust to the edge of the pan and spread sauce on the middle.
11. String the remaining cheese and arrange on top of the sauce.
12. Top with the pepper/onion sauté mixture along with the slices of pepperoni.
13. Bake until the crust is golden brown, which takes about 17 to 20 minutes.
14. Serve immediately with ranch dressing on the side.
