1. Combine the water, oil and yeast in a bowl and mix well.
2. Add the flour and stir well.
3. Roll the mixture into a ball and transfer to a bowl that has been wiped with oil.
4. Let the dough rise until doubled in size, which takes about 1 hour.
5. Grease a deep dish pizza pan with oil or butter.
6. Punch the dough down and transfer to the prepared pizza pan.
7. Cover with a dish towel and allow to rise until puffy, which takes about 30 minutes.
8. Turn the oven to 450 degrees and preheat.
9. Add the cream, butter and cream cheese to a saucepan and heat over low heat, stirring until blended.
10. Add the garlic powder and parmesan cheese and continue cooking for another 15 minutes.
11. Spread the mixture over the crust, top with mozzarella cheese and bake until the crust is lightly browned, which takes about 35 minutes.
12. Slice, serve and enjoy.
