1. Turn the oven to 350 degrees and preheat.
2. Brown the ground beef in a large skillet over medium heat until cooked through.
3. Drain the excess liquid.
4. Add the water and taco seasoning and stir well to blend.
5. Bring the mixture to a boil then reduce the heat to low and simmer for 10 minutes.
6. Set the pan aside.
7. Place the Italian bread shell crust onto pizza sheets.
8. In a bowl, combine the salsa and refried beans and mix well.
9. Spread the bean mixture on top of the crusts.
10. Spread the ground beef mixture on top of the beans and top with the crushed chips and cheddar cheese.
11. Bake until the cheese melts, which takes about 15 minutes.
12. Sprinkle the lettuce and tomatoes on top and serve and enjoy.
