1. Combine the flours, yeast, garlic powder and salt in a mixing bowl.
2. Add the oil and water and mix until smooth.
3. Flour a working surface and turn out the dough.
4. Knead for 5 minutes or until smooth.
5. Grease a bowl with oil and place the dough inside.
6. Cover with a kitchen towel and let rise for 30 minutes.
7. Punch down the dough then divide in half.
8. Roll each half into a 12 inch circle and transfer to a 12 inch pizza pan.
9. Prick the dough with a fork.
10. Turn the oven to 400 degrees and preheat.
11. Bake for 8 to 10 minutes or until golden brown.
12. In a saucepan, combine the tomatoes, parsley, sugar, Italian seasoning, basil, garlic powder and pepper and bring to a boil.
13. Simmer for 16 to 18 minutes, occasionally stirring.
14. Sauté the vegetables in oil until crisp tender.
15. Spread 1 cup of sauce onto each pizza and sprinkle with the sautéed vegetables and cheese.
16. Bake until the cheese melts.
17. Slice into wedges and serve.
